The portal “Chinese Automobiles” found out that the Nizhny Novgorod company JSC “Production of Passenger Cars” issued documents for internal factory numbers. We are talking about special registration without reference to VIN identification numbers, which is needed for testing pre-production Volgas. Formally, no Volgas were registered: this is impossible without the necessary permits.
The registration of Volga cars became known from the statistics of initial registration in the traffic police. The table included three models of the revived brand: C40, K30 and K40. It was assumed that the prototypes shown to Prime Minister Mikhail Mishustin in May were able to register. But the conflict was that without a Vehicle Type Approval (VTA) certificate, it is impossible to register a car under a different name.

The source of “Chinese Cars” confirmed that it is not “the same cars” that are registered: it’s just that the “Passenger Car Production” plant has three license plates for the legal movement of prototypes on public roads. This fact means that the Volga revival project has not been stopped, and refurbished Changan cars can still be registered in Nizhny Novgorod.
The initial plan included the launch of the plant by the end of 2024 and gradual localization, but for unknown reasons the timing had to be adjusted. However, the allocation of separate “test” numbers to the plant inspires optimism.
