The National Automobile Union sent a proposal to the government to replace morally and technically outdated photo and video complexes. According to them, a third of all road cameras in the country are not able to identify many types of violations of traffic rules. In addition, their work does not allow the Ministry of Finance to increase the collection of fines eight times.

The National Automobile Union sent a letter to the chairman of the government of Mikhail Mishustin with a proposal to modernize the park of photographic complexes. Representatives of the organization indicated that about 30 percent of such devices are outdated and do not provide accurate fixation of violations. Half of these cameras is used from five to seven years, the other half is more than seven years. Old equipment is not able to recognize, for example, the use of a phone while driving or crossing the roadway with a pedestrian in the wrong place.

According to the Vice President of the Union Anton Shaparin, the outdated complexes work unstable: some motorists receive fines, while others, having made the same violations, remain unpunished. As a result, drivers have a distrust of the control system, and the level of accident rate increases. In addition, the use of old cameras makes it impossible to implement the financial plan of the Ministry of Finance, which expects to increase the collection of fines from drivers from 6.4 billion rubles to 52.8 billion.

At the end of last year, it became known that a significant part of the cameras in the base of the State Traffic Safety Inspectorate does not actually work. The Ministry of the Interior reported the intention to remove more than 20 thousand fictitious addresses from the system, at which there is no fixation. This was done in response to a request from the National Automobile Union. According to experts, the display of non -existent cameras in navigators leads to a sharp decrease and subsequent increase in speed, which increases the risk of emergency situations on the roads.
