In Moscow, video recording systems for traffic violations are turned off if they produce results that are not obvious. Motor magazine was told about this by the press service of the Traffic Management Center (GKU TsODD) of the Moscow government.
When initially checking the material from the cameras, the technician first assesses the actual situation on the road, the Center reported.
“If the recording shows a violation related to road markings, for example, entering a designated lane or crossing a solid line, but the markings themselves in the photo are not visible or difficult to distinguish, the material is still transferred to the State Traffic Inspectorate,” Motor reported to the Data Center. “However, a special service note is added to it about poor visibility of the markings. If for a long time only such recordings are received from one camera where the violation is not obvious, the operation of this complex may be temporarily suspended.”
The Center specifically noted that there is an important exception to this rule. If the camera records a violation of the requirements of a road sign or driving through a prohibiting traffic light, and the sign or signal itself is clearly visible in the frame, the condition of the roadway and markings is not taken into account.
In this situation, the material passes the initial test positively. It is transferred to the traffic police without any notes, and the inspector makes a final decision based on an obvious and clear violation, concluded the Moscow Government Civil Code.
