As the head of the Ministry of Industry and Trade Anton Alikhanov emphasized in the State Duma, this will be the final stage of a large-scale process of import substitution in the automobile industry.
Alikhanov noted significant progress in this area. The share of cars produced in Russia in the domestic market increased from 45% to 56%. Moreover, production was restored at almost all industrial sites abandoned by foreign manufacturers. At the end of 2025, the production volume at these restarted enterprises increased by a third, reaching 368 thousand cars.
At the same time, the Ministry of Industry and Trade proposes to develop additional measures to protect the investments of Russian businesses. These tools are necessary in case any foreign automakers still present in the market decide to leave.
Thus, the department intends to create a safety mechanism for the further sustainable development of the domestic automotive industry.
