The recycling payment rates for cars from Russia and Belarus are planned to increase tenfold. The draft resolution providing for this measure was published by the Ministry of Ecology of Kazakhstan. The document itself was developed by the Ministry of Industry of Kazakhstan.
The increasing factor will be introduced only for cars imported into Kazakhstan from Russia and Belarus. For Kyrgyzstan and Armenia, along with Russia and Belarus, members of the Eurasian Economic Union (EAEU), the recycling payment will remain at the same level. It will not change for the rest of the world either.
“It is proposed to change the recycling fee rates for cars imported into the Republic of Kazakhstan from the Republic of Belarus and the Russian Federation to eliminate the imbalance in the level of recycling payments between our country and allies, as well as to eliminate regulatory and price arbitrage in mutual trade within the EAEU. The recycling fee for Russian and Belarusian cars will ultimately be equal to the payment established in the legislation of the Russian Federation from December 1, 2025,” the kolesa.kz publication notes.
After introducing an increasing factor into the formula for calculating the recycling fee for cars from Russia and Belarus, the payment amount for cars with engines of 1-2 liters will increase by 38.8 times, with engines of 2-3 liters – by 32.8 times, with engines over 3 liters – by 21.4 times, Forbes Kazakhstan clarifies.
