Russian President Vladimir Putin instructed the Ministry of Transport and the Ministry of Internal Affairs to work on the issue of limiting the movement of electric bicycles on sidewalks, according to the list of instructions following a meeting of the Presidential Council for the Development of Civil Society and Human Rights. The document was published on the Kremlin website.
“The Ministry of Transport of Russia, together with the Ministry of Internal Affairs of Russia, will prepare <...> and submit proposals <...> related to the use of <...> personal mobility devices, including bicycles with an electric motor, having considered the possibility of establishing restrictions on the movement of such vehicles on sidewalks,” follows from the document.
The department must submit a report on the work done by July 1, 2026. Those responsible for implementation are Minister of Transport Andrei Nikitin and Head of the Ministry of Internal Affairs Vladimir Kolokoltsev.
According to TASS, the Ministry of Transport, together with relevant departments, will work on the issue of banning electric bicycles on sidewalks and will submit proposals to the president in due time.
