The Ministry of Industry and Trade proposed to amend the government decree, which regulates the point system for assessing the level of product localization, writes Interfax. Currently, in order for the car to be considered Russian, its localization level should score a certain number of points, which is increasing from year to year. The agency proposes to maintain the current number of points until 2027, and at the same time mitigate the requirements for lithium-ion batteries, but only at the first stage.
The following requirements are currently in force: Russian lithium-ion cells should be obtained in total for the localization of individual processes and components of at least 600 points since 2023, at least 800 points since 2025 and at least 900 points since 2027. The Ministry of Industry and Trade proposes to extend the requirements of 600 points until January 1, 2027. And only then, from 2027 to 2029, to set a requirement at the level of 800 points, then, from 2029, 900 points.

As for the batteries, this year the requirements for them are offered to lower from 650 to 600 points, and extend this rule on the 2027th. From January 1, 2029, the level of localization can increase to 860 points, and after set the threshold of 1010 points.
It is also worth noting that since 2025, toughening the criteria for lithium-ion batteries-lithium-ion batteries must be in no fail to be Russian, but in Russia today there are no serial production of cells. In this regard, the Ministry of Industry and Trade proposes to introduce a reservation when assessing the localization of electric vehicles, which is mandatory to use domestic batteries and cells “if there are such in the register of Russian products”.
