The launch dates for unified MTPL insurance for cars in Russia and Belarus have been announced

Residents of two neighboring countries will be able to take out a single MTPL policy from April 2025. The legislative framework for the launch is already ready, but the information systems need to be improved. The cost of a policy with an extension to Belarus will increase by an average of 3 thousand rubles.

Residents of Russia and Belarus will have the opportunity to purchase a general MTPL policy for travel between the two countries. According to Sergei Razuvan, director of the Green Card Bureau, such a product will become available from April 2025. Russia has already adopted the necessary legislative changes, but to fully launch the system, time is required to finalize technical and information processes.

Insurers will be required to notify drivers about the expiration of the compulsory motor liability insurance policy. Traffic cameras have begun to identify drivers without compulsory motor liability insurance. In Russia, car repairs may be allowed with used spare parts under compulsory motor liability insurance.

Experts note that the new policy will be beneficial both to Belarusians who often visit Russia, and to Russians who regularly travel to Belarus. According to Ekaterina Suplotova from Ugoria, this will relieve drivers of the need to apply for a Blue Card each time and monitor its validity. The product will be most in demand in border regions, where demand can reach 60-70 percent among regular Blue Card users.

Earlier it became known that drivers will be fined from 3 to 5 thousand rubles for repeated driving without compulsory motor insurance. The State Duma has already adopted a corresponding bill, which tightens sanctions for lack of insurance. Now the fine for the first violation is 800 rubles, and if paid within 20 days, the amount is reduced by a quarter. However, until now there has been no punishment in the legislation for repeatedly driving a car without a policy, which is often taken advantage of by unscrupulous drivers.
