However, experts are afraid of rising prices, falling the quality of services, bankruptcy of transport companies and the development of shadow breeding.
Deputies propose to introduce requirements to the level of localization, which they want to evaluate in points. Their number will depend on how localized production is – what is the share of domestic components, units and components. What will be the minimum tolerance score is still unclear.
Such a law will become “a kind of protection for the entire industry of taxi transportation,” said Maxim Sokolov, head of AvtoVAZ, who already proposed “expel” a foreign car from the taxi sphere. According to him, the same mechanisms for supporting the domestic automobile industry as in other branches of public transport should be applied there. Moreover, not all taxis should become “frets”.

President Vladimir Putin instructed to develop the requirements for the localization of taxi and car sharing cars back in 2023. In January 2025, he again noted that a taxi in our country should be domestic production, but added, it is necessary to take into account the interests of carriers.
Experts believe that the law must be approached with all seriousness: the rash introduction of requirements can lead to the departure from the market of many taxi drivers and the growth of tariffs. This also threatens the bankruptcy of taxi pork, a decrease in the quality of services and the heyday of the “gray” taxi drivers.
