The State Duma rejected the bill on a discount on a fine for non -payment of parking

On March 26, the lower house rejected the project, which proposed to introduce a discount on a quick payment of such a fine – this is stated on the State Duma website. It was noted that by legal nature, the fine is similar to fines for traffic violations, which, unlike “parking” fines, give a discount.

The project was submitted for consideration last summer, and in the fall it was approved by the State Duma Committee on State Building and Legislation. The text, however, indicates a 50 percent discount when paying within a 20-day period, which is no longer in the operational payment of other fines.

So, on January 1 of this year, the discount on quick payment of the fine for violation of traffic rules decreased from 50 to 25 percent. At the same time, the term of preferential payment has increased – instead of 20 days, 30 days are now given.

The authors of the bill noted that it unified “law enforcement practice on administrative offenses, regardless of the level of the act.” Also, according to them, the lack of a discount on one of the largest fines raises questions among motorists. It was assumed that the decision on the introduction of discounts will be made by regional authorities.

Among the defects of the proposal – its discrepancy, the principle of systematicity, noted in the government. That is, the project affects only one violation – non -payment of parking. In addition, the endowment of regions with the ability to introduce a discount “does not correspond to the principle of equality before the law.” Whether the project was finalized before the first reading in the State Duma is unknown.
