Budget revenues from fines for non-payment of tolls on highways have increased sharply

This year they almost reached a billion rubles, writes Kommersant, citing data from the Accounts Chamber. That is, in three years they increased sixfold, but there is a nuance: in 2021 and 2022, some of the funds did not reach the budget due to problems in Rostransnadzor. Now they have been resolved, and the income from the fined “hares” will continue to grow, experts are sure.

From 2021 to 2024, federal budget revenues from fines of non-payers amounted to 2.9 billion rubles, as calculated by the Accounts Chamber. This is explained by the commissioning of new sections of toll roads.

Rostransnadzor fines drivers under Article 12.21.4 of the Administrative Code: for underpaid travel, a sanction of 1.5 thousand rubles is provided for drivers of passenger cars. Owners of trucks and buses are fined five thousand.

It became known how much Moscow will spend on new toll roads. The speed limit on the M-4 Don highway has been reduced. M-12 Vostok will be extended to Yekaterinburg in 2025.

Fines are applied on roads with the Free Flow toll system – the Central Ring Road, M-11 and M-12. There are no barriers; the bill is issued through cameras or using a contactless transponder.

A car trip from Moscow to Vladivostok will cost an average of 98 thousand rubles, according to Avito. In addition to the cost of gasoline, the amount included a fee for staying in hotels in several cities. In the next decade, construction will go according to plan; it will be possible to travel from Moscow to the Far East along the M-12 Vostok toll highway.
