In Russia, an increased tax for old cars may appear

The corresponding bill is being developed by the Association “Russian Automobile Deilers” (Road). In particular, for cars over 15 years, it is proposed to introduce an increased transport tax and mandatory inspection twice a year. Such measures will prompt citizens more often to update the car, dealers believe.

In Road, it is believed that it is necessary to track the entire life path of each vehicle – from release to disposal. It is also necessary to encourage Russians to get rid of old cars.

Increased tax on cars over 15 years old and the introduction of mandatory inspection for them will be enough once every two years, the Road notes. There are no more stringent measures to introduce, so “citizens will suffer from them,” said the President of the Association Alexei Podchekoldin.

Now the bill has not yet been finalized. They plan to complete the development before the end of July. In addition to the requirements for owners, dealers are going to prescribe basic concepts in it: what is a car, what a dealer is, who is a car manufacturer, who is a distributor.

The car park of Russia is aging. According to the calculations of Avtostat, now seven out of 10 cars in the country are over 10 years old. As a result, the cost of repair is growing: in the spring of 2025, the average check was 50–55 thousand rubles, while in 2022 the repair cost 2.5 times cheaper. At the same time, the market of new cars is reduced. In June 2025, the Russians bought 90.1 thousand new cars, which is 27.6 percent lower than the result of June 2024.
