In Russia they want to change the rules for buying cars from foreigners

The Ministry of Finance proposes to change the currency legislation and allow the Russians to pay in cash with citizens of the EAEU, Izvestia write. We are talking about paying for services and goods, including cars. Now for cash, you can run into a fine of 20-40 percent of the amount of the transaction.

According to the Law “On Currency Regulation and Currency Control”, you need to pay money to bank accounts with a non -resident of the Russian Federation for a car, as this is considered a foreign exchange operation. Moreover, this is not always possible due to restriction of cross-border translations, the Ministry of Finance notes. And in order to resolve cash payment, you will have to amend the currency legislation of the Russian Federation.

In the meantime, payment, despite the frequency of such transactions, is an illegal currency operation. It is punishable by a fine of 20 to 40 percent of the purchase amount.

For example, last year, a Muscovite acquired for cash a used crossover from a citizen of Kyrgyzstan for 2.85 million rubles. After that, she received a fine of almost 900 thousand from the Federal Tax Service, said the vice-president of the National Automobile Union (us) by Jan Haitser.

Since 2022, at least a million new and used cars have been brought from the EAEU countries to Russia. Most often, the sellers were foreigners, and many purchases were paid in cash. That is, hundreds of thousands of Russians can receive potentially large fines, Haceur added.

Meanwhile, the Russians began to spend less on the purchase of new cars. In February, they took 243.4 billion rubles, which is 30.5 percent less than in February 2024, and the lowest indicator since June 2023.
