Izvestia found out: for certain types of equipment, tariffs are going to adjust. In the focus of attention – dump trucks and concrete mixers. The Ministry of Industry and Trade plans to tie up the utilsbor to carry and total mass rates. Buyers of low and medium-tonnage concrete mixers will pay less, and buyers of dump trucks are more. However, the innovation is unlikely to significantly affect the market of trucks.
The Ministry of Industry and Trade confirmed that the draft resolution, which implies utilsbor’s changes, is ready. It is expected that buyers of dump trucks with a full weight of 12-20 tons will pay 250 thousand rubles more (1.58 million instead of 1.33 million rubles). For dump trucks, a full weight of 20-50 tons of the rate will increase by 240 thousand rubles (from 4.06 to 4.3 million rubles).

The concrete mixers are now applying uniform tariffs, regardless of the total mass. From January 1, 2025, 2.71 million rubles must be paid to the treasury. However, the Ministry of Industry and Trade offers to reduce the value of the utilsbor: for light concrete mixers up to 3.5 tons, the rate will be 900 thousand rubles, from 3.5 to 5 tons – 942 thousand rubles, from 8 to 12 tons – 1.39 million rubles, from 12 to 20 tons – 1.58 million rubles. Heavy concrete mixers with a full weight of more than 20 tons will be taxed with a utilsbor of 4.3 million rubles.
The amendments are aimed at protecting domestic manufacturers of heavy trucks. However, low -tonnage concrete mixers are not popular in Russia, and new cars of this class are a scanty amount. As for the increase in utilsbor for dump trucks, taking into account the cost of the truck itself, the share of the barrier tariff remains low.
