The Russian Association of Automobile Dealers (ROAD) has taken the initiative to adopt a federal law on the turnover of automobiles. The main goal is to make the used car market transparent and protect buyers from inflated mileage and hidden accidents, TASS reports.
ROAD proposed obliging dealers to record the actual mileage and all data on road accidents in the car’s digital passport.
As the head of the association, Alexey Podshchekoldin, said at the ROAD-2026 convention, now there are no clear definitions on the market even for basic concepts like “new car” or “car dealer.”
The law should eliminate this legal uncertainty and secure the status of all market participants. The key innovation is a digital vehicle passport. It will contain not only the year of manufacture, make and technical characteristics, but also a complete owner history, repair and maintenance data, recording of odometer readings, information about collateral and arrest, information about each accident involving the car, as well as the price of each resale.
If the initiative is accepted, the buyer of a used car will be able to check with one click whether the mileage is incorrect and whether the car has been seriously damaged. This will dramatically reduce the opportunities for fraud in the secondary market. So far this is only a proposal from ROAD, but the association hopes for the speedy adoption of the law.
