State Duma deputy Anton Tkachev proposed to introduce the possibility of passing exams for driver’s license in external format. This involves passing exams after 30 hours of individual classes with an instructor, without a mandatory visit to a driving school. The initiative is aimed at reducing the financial burden on citizens and simplifying the procedure for obtaining a driver’s license.
The parliamentarian Anton Tkachev turned to the head of the Ministry of Internal Affairs Vladimir Kolokoltsev with a proposal to reconsider the current procedure for receiving a driver’s license. In his appeal, he proposed to allow passing exams for the rights of an external. According to the proposal, drivers will be able to undergo training in the amount of 30 hours of individual classes with an instructor, and then proceed to pass the theoretical and practical exams, bypassing the obligatory training in a driving school. This will significantly reduce the financial costs of obtaining a driver’s license.

This initiative is aimed at simplifying the procedure for obtaining driver’s licenses and reducing financial burden for citizens. The proposal of Tkachev provides for an alternative path of training, while maintaining the necessary level of knowledge and skills for the safe drive of the vehicle.
The ban on independent preparations for passing exams was introduced in Russia in 2013.

The agency offers mandatory testing for drugs for all candidates for drivers. This is due to the common practice of buying medical certificates without passing the necessary examinations, which negatively affects the safety of the road.
