The insurers named the deadline for the introduction of fines from the cameras for the absence of OSAGO

Fines from cameras for riding without a “auto -citizens” policy will begin to come to Russian drivers from November 1, 2025. Moreover, the system will work immediately in full, without experiments, Prime writes with reference to the President of the Russian Union of Auto Strake (RSA) Evgeny Ufimtsev. The same date sounded in the instructions of President Vladimir Putin.

In November 2025, the system for checking the availability of OSAGO policy from drivers with the help of cameras should earn “constructively and with fines,” Ufimtsev said. Earlier it was expected that the system’s performance would be first checked as part of the experiment – with warnings instead of fines.

Before launching a new functionality of cameras, however, it has yet to be amended by the legislation. The State Duma Committee on the Financial Market is already working on them.

In May, Putin instructed to prepare cameras for checking the presence of OSAGO by November 1 of the current year. Prior to this, such a proposal sounded at a meeting of the State Council in April. According to RSA estimates, now about 7-10 percent of drivers in Russia are driving without policies.
