The authors of the initiative were deputies of the New People faction Anton Tkachev, Yaroslav Samylin and Deputy Speaker of the State Duma Vladislav Davankov. A letter with the corresponding initiative was sent to the Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev.
The parliamentarians pointed out that the current procedure for registering the conversion of vehicles is complex, multi-stage and often requires significant time and financial costs. This, in their opinion, forces many car owners to refuse official registration of tuning, which contributes to the development of the illegal market for such services.
The appeal contains a proposal to prepare changes to regulations aimed at simplifying the registration of changes in vehicle design. In particular, the deputies consider it possible to review and optimize the stages of the procedure, eliminating the need to approve cosmetic modifications that do not affect safety, and transfer such a procedure to a notification procedure.
According to the authors of the initiative, the proposed measures will reduce the bureaucratic burden on traffic police departments, reduce the volume of illegal tuning, as well as improve the quality of work and the overall level of road safety.
