This initiative was made by deputies of the “New People” faction Vladimir Plyakin, Georgy Arapov and vice-speaker Vladislav Davankov. RIA Novosti has a corresponding appeal addressed to the head of the Ministry of Internal Affairs Vladimir Kolokoltsev.
“It seems advisable to consider the possibility of amending the current legislation, providing for: a ban on the automatic sending of fines to the former owner within the established 10-day period after the conclusion of the purchase and sale agreement,” the document says.
The initiative also provides that the fact of sale will be recorded through the State Services or the Ministry of Internal Affairs system on the day the contract is signed. After submitting a notification about the transaction and until re-registration is completed, fines will no longer be automatically sent to the former owner. The authors are confident that this will reduce the burden on conscientious citizens and reduce the number of complaints and litigation.
