“The Ministry of Internal Affairs of Russia explains that at the moment there is no technical ability to automatically administer photo-video recording of traffic violations under compulsory motor liability insurance policies. Accordingly, the fines provided for in Article 12.37 of the Code of Administrative Offenses of the Russian Federation, based on the analysis of photo and video materials, will not be applied to drivers,” Volk said.
Let us remind you that the day before, President Vladimir Putin signed a law limiting the accrual of fines for the lack of compulsory motor insurance to one fine per day. According to the amendments to Article 12.37 of the Code of Administrative Offenses of the Russian Federation, if a driver without a policy is detected several times a day, liability arises only for the first violation.
Repeated fines will not be applied within 24 hours.
