They want to prohibit electric scooters without “public services”

Kikshering services proposed to introduce mandatory verification of users of rolling scooters, writes Kommersant. This will help protect from Sim (personal mobility) of minors – the most “emergency” category of users. Mincifers prepare an appropriate experiment.

Previously, it was enough for users of Kikshering to install the application and bind a bank card to it, as well as sign an offer agreement. In Moscow, since March, they introduced a binding to the account on mos.ru, where only adults can have a full account. Now the services are proposed to spread verification throughout the country.

At the same time, not all major players prohibit traveling to minors on electric scooters. So, the Whool scooters in a number of cities can rent 16-year-olds.

The mincifers said that they have not planned to be verified everywhere: they need a normative justification for that. However, one of the operators may be included in the authorization experiment through the “public services”. At the same time, users will select information that they want to provide and will be able to withdraw consent at any time.

Now kikshering services work in more than 210 Russian cities; The number of users is about 61 million people (data from the Associations of Operators of Turgility). Last year, according to the Ministry of Internal Affairs, more than 4.4 thousand accidents with electric scooters and other SIM accidents occurred. 54 people were killed in them, 4.59 thousand were injured. About a third of all the wounded are adolescents aged 10 to 17 years.

Previously, Whoosh and MTS Yurent’s kikshering services raised a fine for driving by children and adolescents from 10 thousand to 30 thousand rubles. In Moscow, the sanction for this is already 100 thousand.
