The US Environmental Protection Agency (EPA) said that Hino Motors misled regulatory authorities. Toyota’s subsidiary admitted guilt and agreed to pay $1.6 billion in civil and criminal penalties for exhaust system fraud. US authorities said the fine reflects a blatant disregard for the certification program.
Hino Motors is a subsidiary of Toyota that produces trucks and commercial vehicles. The falsification of emission levels became known about three years ago, but US authorities claim that the Japanese side admitted to fraud even earlier, in 2019. The US Department of Justice praised Hino for its “exemplary” cooperation during the investigation.

Hino was caught cheating on 111,000 diesels sold in the US between 2010 and 2022. Cars from model years 2017-2019 will have to be recalled and changes made to the exhaust systems; Hino is also banned from importing diesels into the US for five years. The criminal fine is $522 million, the civil fine is $525 million, an additional $236 million will have to be paid for violating California laws, and the remaining amount will cover related costs.
Hino Motors CEO Satoshi Ogiso called the decision by the US authorities “an important milestone towards solving the problems of the past.” The top manager apologized deeply for the inconvenience caused to clients and stakeholders. To avoid such incidents, Hino has changed its corporate policies.
