The Ministry intends to stop the practice of understating the cost (and customs duties) when registering cars in the countries of the Eurasian Economic Union (EAEU) for subsequent import into Russia. Additional accrual of recycling tax in Russia for the amount underpaid in Kyrgyzstan, Kazakhstan, Belarus or Armenia has already been introduced for cars imported by legal entities for resale. From April 1, 2026, a similar measure will be extended to cars imported by citizens for personal use.
“The specified changes are an element of consistent work to create transparent import conditions, implying the correct payment of all customs and tax payments without the use of workaround schemes,” the publication quotes the press service of the Ministry of Industry and Trade.
The Ministry of Industry and Trade indicated that when registering cars imported through the EAEU countries into Russia, cases of significant underestimation of the customs value of vehicles were recorded (the amount of duty depends on it). Cases of the use of various schemes for underestimating payments have also been identified.
The ministry insists that the adjustments to government decree No. 1291 are not aimed at increasing the coefficients and increasing the amount of such recycling collection and are not a new approach to its calculation.
As a result, the recycling fee paid in Russia will take into account the difference between the reduced duty and the Russian rate.
