The development company JSC Kama told the TASS agency that by the time the machines leave the assembly line, all the documentation will be completed to allow the model to be included in a special list of the Ministry of Industry and Trade of the Russian Federation.
This list is formed on the basis of Federal Law No. 580-FZ, which, from March 1, 2026, establishes mandatory requirements for the localization of cars for taxi service.
According to the law, a car can be allowed for transportation if one of two conditions is met: either it scores at least 3.2 thousand points for localization, or it was produced under a special investment contract (SPIC) concluded between March 1, 2022 and March 1, 2025.
Kama JSC noted that their electric car will correspond to the third, special path provided by legislators – as a “flagship highly localized domestic electric car.” This allows Atom to be included in the list without additional conditions.
The day before, the Ministry of Industry and Trade updated the list of cars that already meet the new requirements. It included several dozen models, including various versions of Lada, Moskvich (including the new M70 and M90), Sollers, Evolute and Voyah. After the start of mass production, Atom will join this list.
