Automotive lawyer Lev Voropaev, in an interview with Gazeta.Ru, explained: if the driver manages to approach the evacuation site before the tow truck starts moving, the car must be returned.
“Our law stipulates that a vehicle cannot be detained and must be handed over back to the owner who has the ability to drive it if the reason for the detention is eliminated on the spot,” he said.
Last fall, a resident of the Trans-Baikal Territory with a three-month-old baby locked herself in her car for six hours so as not to give it to the bailiffs.
