The Ministry of Internal Affairs has prepared a draft amendments to part 3.1 of Article 12.5 of the Code of Administrative Offenses of the Russian Federation, which sets responsibility for driving a vehicle with glasses, the light transmission of which does not correspond to technical regulations. The innovation is designed to eliminate a loophole that allowed to avoid a fine if the car windows are toned not according to the rules.
According to the current standards, the motorist is responsible for the violation of the technical regulations of the Customs Union “On the safety of wheeled vehicles”, which states that at least 70 percent of the world should skip the wind and front side windows. The Ministry of Internal Affairs proposes to replace the reference to the technical regulation with the approved provisions of the vehicle to operate, containing the same requirements.

This will remove the loophole used by some violators: they provided documents on the temporary import of the car – in this case, the requirements of the technical regulation may not be observed. In the new version of Article 12.5, responsibility will occur regardless of the customs status of the machine. Those who violate the tinting rules face a fine of 500 rubles.
Last fall, the initiative was made to the discussion to allow the use of tinting on the front side glass of cars, taking into account that the light transmission of the films should be at least 60 percent of the indicator established by the requirements of the technical regulations. At the same time, it was proposed to increase the penalty for tinting the windshield with films six times, the light transmission of which does not meet the requirements. That is, from 500 rubles to three thousand.
