In a conversation with TASS, the parliamentarian recalled that the current system is convenient for families where several drivers use the same car – all of them can be included in one policy. However, modern realities, including the widespread use of electric scooters, dictate the need for change.
“It would be correct to give the right to choose, so that the driver himself chooses what is more convenient for him – either he has insured his civil liability and has the right to drive any passenger cars, and if he is the culprit of the accident, then his insurance company will compensate [ущерб]. And if a family has one car and several drivers, then the policy is already tied to a specific vehicle, and all family members included in this policy drive it,” the deputy suggested.
The deputy noted that a similar bill had already been introduced to the State Duma earlier, but did not find support. Nevertheless, in his opinion, “we need to move in this direction, and sooner or later we will come to this.” The situation with personal mobility devices (IM) gives particular relevance to the idea.
Currently, there is no compulsory insurance for traveling on electric scooters, and kick-sharing services provide it voluntarily. The introduction of personal liability insurance for citizens, according to Nilov, could reduce the number of conflicts when a victim in an accident with a scooter cannot receive compensation.
