Lawyer Voropaev named six new changes in laws for motorists

Starting in the fall, Russian motorists will begin to be fined en masse for not having compulsory motor insurance, talking on the phone, and not wearing a seat belt in automatic mode. Automotive lawyer Lev Voropaev spoke about these and other changes in a conversation with Motor magazine.

“If people do not follow the changes being made to GOST and traffic rules, it will be a surprise for them that in 2026 about 60 new road signs, or corresponding plates or changes to them, were introduced. You can also point out that as of January 1, the renewal of a driver’s license was canceled (introduced during Covid times ),” the lawyer said.

Motorists who continue to drive with an expired driver’s license risk receiving a fine, he said. In addition, in the fall of 2026, the authorities plan to launch a system for automatically recording the passage of cars without a compulsory motor liability insurance policy.

Voropaev noted that in many regions of Russia (with the exception of Moscow, where this practice has been in effect for a long time) cameras are being actively introduced that record a conversation on the phone while driving or an unfastened seat belt. So far, such a system does not work everywhere, but it will be extended to other constituent entities of the Russian Federation. In some regions, cameras have already appeared that photograph motorcyclists and moped drivers moving without a helmet. By the end of 2026, this system should be operational everywhere, and then violators will begin to be fined.

As for personal mobility devices (electric scooters, unicycles and other devices), the system for automatically recording violations for them is currently active only in the capital. However, in the near future it will come to other districts of Russia.
