A letter with the corresponding initiative was sent to the head of the Ministry of Internal Affairs Vladimir Kolokoltsev. Its author, head of the National Automobile Union Anton Shaparin, points out that the blinding light prevents other drivers from using the rear-view mirrors. This threatens road safety.
Another problem is mufflers without catalysts and particulate filters. Such “upgrades,” popular among owners of domestic cars and right-hand drive foreign cars, lead to increased noise, acrid odor and harmful emissions. Currently, both violations – abnormal lighting and noisy exhaust – are subject to the same fine of 500 rubles.
NA considers this amount ineffective and proposes to toughen the punishment. The options are either to raise the fine to 30 thousand rubles, or to introduce a penalty in the form of deprivation of a driver’s license for the use of blinding xenon and flashing brake lights.
