Moscow City Duma deputy from the New People party Alexander Davankov proposed legislatively equating carsharing cars with commercial vehicles in order to prohibit their parking in the courtyards of residential buildings. He sent a corresponding letter to the Minister of Transport Andrei Nikitin. TASS reports this with reference to the relevant document.
According to the deputy, carsharing cars occupy a significant part of parking spaces, interfering with residents, snow removal and the work of public utilities. Currently, there is no definition of “car sharing” in the legislation, which creates legal uncertainty. Davankov proposed introducing this concept and establishing uniform parking rules for such cars, excluding the possibility of parking in local areas. These measures, in his opinion, will ensure priority for residents, increase safety and improve the urban environment.
“I ask to consider the possibility of revising the current parking rules and eliminating the exception for carsharing cars, equating them to commercial vehicles, and also to initiate amendments to the legislation of the Russian Federation in order to introduce the legal concept of “car sharing” and establish uniform requirements for the use of carsharing cars, including their parking in local areas,” the appeal says.
