The Ministry of Transport is preparing to certify unmanned vehicles

The ministry has prepared a draft government order that will bring the massive distribution of highly automated vehicles (WATS), reports Kommersant. It clarifies the definitions of autonomy levels, the highest of which the machine does not need a person’s participation at all.

The draft amendments to the “Concept for ensuring road safety with the participation of unmanned vehicles on the roads” was approved in 2025. The basis was taken by the International Classification SAE (Society of Automotive Engineers), which determines the “independence” of systems. The first level corresponds to a car with conventional assistants-for example, adaptive cruise control. At the fifth level, the car is able to move in any conditions without a driver.

However, the classification needs to be clarified, according to the Ministry of Transport. For example, it was previously stated that a second -level machine only “requires control by the driver.” Now it is clarified that the management is “carried out” by the driver.

More accurate definitions will allow the certification of unmanned cars, experts say. The draft First Federal Law on Wats The Ministry of Transport is going to submit in March.

At the same time, the authorities continue to work on the issue of responsibility for accidents with autonomous machines. The defendant by default is proposed to consider the owner, but in “certain circumstances” they find the producer, dispatcher or dealer guilty.
