The bill on the cancellation of fines for cars of special services was submitted to the State Duma in December last year. The authors of the initiative proposed not to punish the drivers of cars with a blue flashing light in the blue of the urgent service assignment. The explanatory note indicated that special services may violate traffic rules subject to traffic safety.
