Vladimir Putin saw the problem with bicycle couriers on the sidewalks when he was driving around Moscow himself.

Today he gave instructions to work on the issue of updating the regulatory framework regarding the use of electric scooters, unicycles and other personal mobility devices (IM).

The Ministry of Transport, together with the Ministry of Internal Affairs, the Human Rights Council, the Public Chamber and State Council commissions, will have to prepare proposals for improving legislation in the field of SIM use, including electric bicycles. Particular attention was assigned to the issue of their movement along pedestrian zones and sidewalks, as well as the use of such vehicles for commercial purposes (kicksharing).

Gazeta.Ru reported in December 2025 that Vladimir Putin supported the indignation of citizens due to the fact that couriers using personal mobility devices move along sidewalks at high speed.

“Of course, if something packed with a front windshield and some kind of roof, a heavy metal product, is rushing towards you at a speed high enough for a pedestrian of 30-40 km/h, it poses a danger to citizens. Local and regional authorities must deal with this. This must be done, including with the help of the Ministry of Internal Affairs. I will formulate such instructions again tomorrow,” the head of state said then.
