A set of amendments to legislation relating to the use of personal mobility devices (IM) in Russia has been developed since 2024. The draft changes to the traffic rules, developed by the ministry, then went through a public discussion procedure. According to the document, it was planned to equate SIM users to drivers, and also to clarify the definitions of a bicycle, moped and SIM.
Changes to the Code of Administrative Offenses were planned to establish fines for SIM users for leaving the scene of an accident, speeding, and driving while intoxicated. The State Duma adopted the corresponding bill in the first reading, and the Russian government approved it, taking into account further refinement.
In 2026, an order was published from President Vladimir Putin, who ordered the preparation of proposals to improve the legal regulation of relations related to the use of SIM, including for business, “by considering the possibility of establishing restrictions on the movement of such vehicles on sidewalks.”
The Ministry of Transport has not yet disclosed the current version of the planned changes for SIM users.
