The first summer day greeted Russian motorists not only with warming, but also with changes in legislation and more. Let’s look at the main things that have been working since June 1, 2026.
The President signed amendments to the Code of Administrative Offenses (Articles 27.12 and 27.13), and they are already in effect. The point: inspectors no longer need to file a pile of reports when they catch someone drunk driving.
Previously, it was necessary to fill out five pieces of paper: a referral for a medical examination, an examination report, a protocol on the offense (if the breathalyzer showed “yes”), a protocol on removal from driving, a protocol on the detention of the car to be sent to the impound lot
Now three documents are enough. Suspension and evacuation are documented with simple notes in the main protocol. Saving time and nerves – both for police officers and drivers (although the latter still have a hard time).

From June 1, traffic police officers may ask to see not only your driver’s license and compulsory motor liability insurance policy, but also a European protocol form. Formally, the driver is not obliged to give it back. But the holiday season has already begun, and in the outback and on the highways there is often no Internet.
Without communication, the “State Services Auto” application is powerless. The only solution is a good old paper form. The inspectors will unobtrusively remind you of this – they say, take it with you just in case. There is no penalty for absence, but the advice is sound.

The Ministry of Emergency Situations and fuel operators will more strictly monitor previously existing restrictions from June 1. At gas stations you are not allowed to talk on the phone at the pump. A spark from a smartphone can become a real cause of fire.
“From June 1, gas stations are required to strictly monitor the behavior of customers near fuel dispensers. The basic rule remains the same: do not use the phone directly near the speaker outside the car to eliminate the risk of a spark. The exception is payment using a QR code at the terminal,” the Russian Ministry of Emergency Situations clarified.
Pouring gasoline into plastic drinking bottles and other household containers is also prohibited – cameras will now monitor this, and gas stations risk losing their license. It accumulates static and may burst into flames. Only factory marked canisters are allowed.
And since gas stations are private territory, the driver may be refused service: not turn on the fuel supply, return the payment, or be asked to leave the territory. In a separate case, the operator can call the police so that law enforcement officers can decide whether the situation falls under an administrative offense. There is no special provision in the Code of Administrative Offenses for using a smartphone at a gas station.
Also, in underground parking lots, according to the new regulations of the Ministry of Emergency Situations, it is prohibited to charge electric vehicles with “fast current” below the basement floor. Only slow charging up to 32 amperes is now available there. The entry of cars with gas equipment into the ground is now prohibited; gas cars will no longer be allowed into such parking lots; they need to look for above-ground flat parking. Blind partitions between parking spaces are also prohibited.
On June 1, the system for confirming the expectation of goods (SPOT) was launched. For now, it only works for road cargo from the EAEU countries: Belarus, Kazakhstan, Armenia, Kyrgyzstan. China, Europe and other regions are not yet eligible.
In this regard, the importer must submit a delivery notice to the Federal Tax Service at least two days before entry, make a security deposit (including VAT) into a special account, after which the tax office issues a QR code. It is handed over to the carrier. Without a QR code, a truck or car transporter will not be allowed into Russia. No exceptions are intended.

The cost of new cars in June 2026 may change solely under the influence of the exchange rate, Andrei Olkhovsky, General Director of the Avtodom Group of Companies, told Motor magazine. At the same time, according to him, even with an increase in the exchange rate, a symmetrical increase in prices will not happen – manufacturers are fighting for market share, and the cost of a car may even decrease.
The effect of currency fluctuations affects prices with a delay of approximately three months, so the average price for the first half of the year will not jump significantly. Moreover, if the ruble strengthens, a reverse trend is possible.
“All volume-generating brands with sales of more than 50 thousand cars per year will be sensitive to changes in the exchange rate,” Olkhovsky noted.
Instead of direct discounts, importers will probably offer comprehensive programs: trade-in or special insurance conditions, the expert explained. May started with sluggish sales, but the end of the month showed good dynamics. The goal of Avtodom is to maintain the April level or even slightly exceed it.
