Senator Artem Sheikin proposed banning driving scooters while drunk

Users of personal mobility devices (PIMs) must follow the same rules as motorists, he said.

“Driving any vehicle capable of reaching significant speed while intoxicated is criminal frivolity. Legislative consolidation of this ban for SIM should have happened long ago. A drunk driver of a car is a threat. A drunken “rider” on a scooter rushing along the sidewalk is an equally serious threat to others and to himself,” said Sheikin.

In addition, it is necessary to establish liability for users of personal mobility devices (PMDs) in case of road traffic accidents. According to the parliamentarian, in the current situation, having caused an accident with an injured pedestrian, the owner of the SIM card can simply flee the scene, and there are very few legal tools to bring him to justice. The obligation to remain in place and act in accordance with the rules of the road will equalize the rights and obligations of all participants in the incident before the law.

Also, according to Senator Sheikin, SIM users should be required to undergo a medical examination. This provision, in his opinion, will deprive drivers of the opportunity to refuse inspection with impunity if the inspector has good reason to suspect their state of intoxication.
