The Government of the Russian Federation has approved a plan for the implementation of the Strategy for Improving Road Safety for the period until 2030 and for the future until 2036. The document, which Gazeta.Ru has reviewed, stipulates that starting from 2028, traffic police officers will have the right to participate in the technical inspection of vehicles intended for the transportation of dangerous goods. The Ministry of Internal Affairs has been instructed to prepare the corresponding bill.

Currently, the traffic police only issues licenses for the transportation of dangerous goods and controls the accompanying papers on the highways, without interfering in the process of technical diagnostics of vehicles. This function is performed exclusively by accredited technical inspection operators.

According to the document, starting from 2028, inspectors will have the right to personally check the condition of tanks, gas carriers and other special equipment used to transport hazardous substances.

In fact, we are talking about the return of the traffic police to participation in technical inspection, but for now only for the most dangerous cargo transportation. In addition, the plan provides for the development of measures to improve the technical inspection system as a whole. Nothing will change for owners of regular passenger cars: passing inspection for personal vehicles remains voluntary.
