This proposal was made by the head of the State Duma Committee on Labor, Social Policy and Affairs of Veterans, Yaroslav Nilov. He developed a bill according to which motorists can receive a discount of 50 percent if they pay a fine within 20 days after the violation of the SDA and the decision.
Such a discount acted in the country until January 1, 2025, when it was halved – up to 25 percent. At the same time, the payment term for receiving a discount was increased from 20 to 30 days.
Nilov proposes to return the old rules and introduce a discount of 50 percent when paying “no later than 20 days from the date of the decision on imposing an administrative fine.” It is proposed to leave a 25 percent discount for those who pay a fine from 21 to 30 days.

The parliamentarian notes that the return to the previous size of the discount will maintain the level of workload of specialists of the enforcement organs. The main goal of the discount is to stimulate fast payment, Nilov noted.
Similar encouragement was going to introduce a fine for non -payment of parking for timely payment. It was noted that by legal nature this fine is similar to fines for violations of traffic rules, but the State Duma rejected the corresponding bill in early April.
