
The Minister of Environment of the Republic of Kazakhstan signed an order to amend the methodology for calculating the recycling payment. The document comes into force on May 8, 2026. From this moment on, new recycling tax rates will be introduced for vehicles imported from Russia and Belarus.
As noted by Kolesa. kz, for Lada models imported from Russia, the recycling fee rate will be increased 38.8 times and will be equal to 29.4 million tenge – that’s 4.7 million rubles.
At the same time, the Russian Ministry of Industry and Trade planned to introduce a unified formula for calculating the recycling fee for cars imported from the EAEU countries from April 1 (in addition to the Russian Federation, it includes Belarus, Kazakhstan, Kyrgyzstan and Armenia).
According to this formula, the difference in the customs duty that must be paid when directly importing a car into Russia and the one that was actually paid in the EAEU country will be added to the amount of the recycling fee provided for a particular category of car.
The difference in VAT and excise taxes will also be added to the disposal fee. The ministry lifted the initial deadline of April 1, thereby leaving the market in limbo – the barrier can be lowered at any time. This immediately caused a revival in the market for alternative imports.
