Tuning a car in itself is not prohibited by law, but any changes that may affect safety are subject to mandatory registration. Automotive lawyer Lev Voropaev told Gazeta.Ru about this.

“If we change a part of the same type to the same part with parameters that do not affect safety, this, formally, is also a change in the design. But from the manufacturer’s point of view, they do not affect safety,” the lawyer said.

According to him, approval is not required for the installation of parts that the manufacturer provided for a given model, but did not install on a specific vehicle. The main thing is to have the necessary fasteners and connectors. And if the part is certified (for example, a roof rack), it only simplifies the process.

According to the lawyer, changes in the interior are not considered tuning: installation of covers, mats, etc. But serious modifications that affect safety require mandatory approval. In particular, this includes replacing the engine with a different size and power, installing non-standard power bumpers, widening wheel arches, installing body kits, gas equipment, changing lighting fixtures, and more.

If the owner ignores the approval procedure, he faces not only a fine – the traffic police will demand that the violations be eliminated. In case of non-compliance, the registration of the vehicle may be terminated and the license plates may be put on the wanted list.
