“There is no penalty for storing and charging electric scooters in the entrance, electric scooters and bicycles. But there are rules of the Russian Ministry of Emergency Situations for fire protection regarding the storage of things on evacuation routes – these are our stairwells, corridors and in the entrance,” the lawyer said.
According to the lawyer, placing electric scooters, bicycles or scooters on evacuation routes (staircases, corridors, entrances) is a violation of fire safety rules and entails administrative liability under Article 20.4 of the Code of Administrative Offenses of the Russian Federation. The fine for citizens ranges from 5 to 15 thousand rubles.
