Deputy Chairman of the Council for the Development of the Digital Economy under the Federation Council, Senator Artem Sheikin, said in an interview with TASS that changes to the traffic rules (traffic rules) regarding the use of personal mobility devices (IM) will be prepared by July 2026. Different types of SIM are planned to be distributed among different traffic flows.

“Now it is important to adopt changes to traffic rules. You know that the president has already drawn attention to this problem, and the Ministry of Transport has been instructed to prepare possible options for changing traffic rules by July 1. We are working in this direction with the Ministry of Transport, and I am sure that everything will be prepared by July 1,” the agency quotes Sheikin as saying.

The parliamentarian clarified that the main task of editing traffic rules in relation to SIM (electric scooters, electric bicycles, unicycles and other similar devices) is to distribute them among traffic flows. The Ministry of Transport is preparing changes to the traffic rules, Sheikin noted.

“An electric bicycle, in my opinion, should have priority on a dedicated line for bicycles. If there is no bicycle path, then he has the far right lane of the road, in the flow,” concluded Sheikin and advocated a ban on riding electric bicycles in crowded places.

Russian President Vladimir Putin previously gave orders to limit the movement of electric bicycles on sidewalks to several departments following a meeting of the Presidential Human Rights Council (HRC).
