The total amount of damage from such drivers for the 1st quarter of 2026 is 1 billion 404 million rubles. This was reported by the SHOT Telegram channel.
“Insurance agents across the country are sounding the alarm and telling us exactly how auto framers operate. They apply for compulsory motor liability insurance for their cars, and literally immediately after that the cars get into accidents. At the same time, accidents must be minor in order to avoid serious damage,” the publication says.
Such accidents are often staged in courtyards, in parking lots (where there are often no cameras, making it difficult to prove fault), or at roundabouts. After an accident, scammers receive insurance payments, have cars repaired cheaply in the services of friends, and get into an accident again. For example, in Surgut, an insurance agent was defrauded of 6 million rubles. In addition, the woman had to prove for a long time that she was not an accomplice to the criminals.
About 1,800 claims of insurance fraud have been registered across Russia. According to Sergei Efremov, vice-president of the VSS, most of them (damage of 574 million rubles) relate to compulsory motor liability insurance. 146 applications for 491 million rubles were submitted for CASCO. Other cases involve exaggeration of damage to obtain large payments and falsification of documents.
