The authorities of the regions may receive the right to fine traffic violators

We are talking about drivers that violate the parking rules: their number is growing, and the local police cannot cope with them. This is stated in an explanatory note to the bill sent to the State Duma by the Legislative Assembly of the Perm Territory. The initiative was supported in four more regions, writes Kommersant.

According to the project, the regions will be able to independently administer the violations provided for in Part 4 of Art. 12.16 Code of Administrative Offenses regarding parking rules. If the amendments are accepted, it will remain to conclude an agreement with the Ministry of Internal Affairs on the transfer of powers.

More and more drivers in the regions are violated by parking rules, the explanatory note says. The traffic police can’t cope: annually, the police finish 17-18 thousand people, and the actual number of violators is 20 times more. Deputies from the Krasnodar Territory, the Nizhny Novgorod, Ryazan and Tula regions, who are also ready to punish violators independently, agree with Perm.

Now only four regions of the Russian Federation can administer such violations. In 2013, such powers to unload the traffic police were given to Moscow and St. Petersburg, and in 2023-the Moscow Region and Sevastopol.

Earlier, the State Duma adopted a bill in the second reading, increasing the penalty for the driver’s refusal to stop at the request of the police. They will be fine for 7-10 thousand rubles instead of the current 500–800. That is, the basic fine will increase by 10 times, and the maximum – B12.5 times.
