On April 24, 2026, new recycling fee rates came into force in Belarus. The corresponding decree signed by Prime Minister Alexander Turchin came into force. The authorities explain this decision by the need to protect the domestic automobile market of both Belarus itself and the Union State as a whole.
Since last Friday, for individuals importing one car for personal use, base rates have increased by 7%, reports the National Legal Republic of Belarus.
From now on, for an imported car up to three years old inclusive, you need to pay 625 Belarusian rubles instead of the previous 544.5 rubles, and for a car older than three years – 1282 rubles instead of 1089 rubles. In terms of US dollars at the current exchange rate, this is about 222 and 456 dollars, respectively, that is, the real increase in price for an ordinary buyer is only 15-35 dollars. For an ordinary Belarusian who imports one car for himself, the difference is almost unnoticeable.
However, a completely different picture emerges for legal entities and those involved in the commercial import of cars for the purpose of resale, including on the market of the Russian Federation. For certain categories of equipment, rates increased multiple times, which dealt a significant blow to “gray” dealers and resellers who import cars en masse from abroad. It is against this category of importers that the new measure is aimed.

The resolution introduces a number of other important changes. The categories of vehicles have been brought into compliance with Russian standards, which should simplify mutual trade and accounting within the Union State.
The minimum period of ownership of a car for foreign individuals has been increased – now you need to hold the car longer in order to import it at a preferential rate. This complicates quick resale schemes. In addition, chassis are now also subject to recycling tax, and two previously existing regulations – on vehicles and on self-propelled vehicles – have been combined into a single document.
At the same time, Belarusian car manufacturers are exempt from paying the recycling fee, provided that they independently undertake obligations to recycle the produced equipment, which serves as an additional incentive for local assembly.
The authorities directly state that the purpose of the innovations is precisely to protect the domestic market, and they hit those who make money in this market, and not the end consumers. The resolution came into force after its official publication on April 24, 2026.
