The Ministry of Internal Affairs has finalized the rules for vehicle inspection in Russia

The draft government decree on this matter will not only make it possible to quickly block the operation of a technical inspection point that issues diagnostic images without presenting a car, but also to appeal such a decision of the Ministry of Internal Affairs.

A decree of the Russian government strengthening the fight against the issuance of fictitious diagnostic cards should come into effect from September 1, 2026. The Ministry of Internal Affairs will have the right to suspend the access of a technical inspection point to the Unified Automated Information System for Technical Inspection (UAISTO), in which diagnostic cards are generated, if a fictitious issue is detected.

According to the current standards, if at least two violations are detected in a year, the police send materials for the decision of the accreditation operator to the Russian Union of Auto Insurers.

The finalized draft government resolution will give the Ministry of Internal Affairs the right to suspend access of technical inspection points to the EAISTO, and operators will have the right to complain about this decision.

“In the revised version, the Ministry of Internal Affairs document proposes to add a detailed mechanism for filing complaints from operators about disconnection from EAISTO (the Ministry of Economy previously insisted on the development of such a norm),” writes Kommersant.

Based on the complaint, the traffic police will be able to cancel its decision on the suspension as unfounded, or leave it without satisfaction. In Russia, individual car owners are required to undergo technical inspection when re-registering cars older than 4 years and when making changes to the design.
