The document was published on the official legal information portal, TASS reports. According to the document signed by Russian President Vladimir Putin, if a car with a driver without a policy was recorded by cameras several times a day, then administrative liability arises only for the first case of such a violation.
“Amendments have been made to Article 12.37 of the Code of the Russian Federation on Administrative Offenses. According to the amendments, if a car with a driver without a compulsory motor liability insurance policy was detected several times in a day, then administrative liability arises only for the first case of such a violation. Repeated fines will not be applied on the same day,” TASS reports.
The State Duma emphasized that cameras have not yet been fined for the lack of compulsory motor insurance; the experiment has been postponed several times. The adopted law so far concerns only violations identified by traffic police inspectors, but in the future it will allow automatic recording to be launched, explained the head of the relevant committee Yaroslav Nilov.
