Registration of cars without compulsory motor liability insurance policy may begin in the fall

Automated registration of cars without an MTPL policy on the roads may begin in the fall of 2026, after October. This was stated by the Main Directorate for Road Safety (GUOBDD) of the Ministry of Internal Affairs of Russia, responding to a request from a member of the Commission of the Public Chamber (PP) of the Russian Federation for public examination of bills and other regulations, Evgeny Masharov.

The day before, President Vladimir Putin signed a law limiting the accrual of fines for lack of compulsory motor insurance to one fine per day. According to the amendments to Article 12.37 of the Code of Administrative Offenses of the Russian Federation, if a driver without a policy is detected several times a day, liability arises only for the first violation.

At the same time, the official representative of the Ministry of Internal Affairs of the Russian Federation, Irina Volk, previously reported that at the moment there is no technical ability to automatically administer photo-video recording of traffic violations under compulsory motor liability insurance policies.

“Accordingly, the fines provided for in Article 12.37 of the Code of Administrative Offenses of the Russian Federation, based on the analysis of photo and video materials, will not be applied to drivers,” Volk said. From the response of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia it follows that the cameras will begin to record the absence of compulsory motor liability insurance in the fall.
